like the other guy said,we need more info.

at what stage does it stop and restarts?
during POST?(power on self test)
does it reach the windows boot screen?error messages?blue screens?(assumimg you're using a windows machine)
or is it a mac?
os version,mac or windows?
i'm afraid with the little details you supplied,there's not much we could do to help.

It can be several things, but I'm putting my 5 cents on the power supply unit (PSU). Try replacing it with a new one.
