The max mares possible are 101.
The max brown possible are 141.
So, the max brown mares possible are 101 because it is possible that all mares are brown.
Now, if all the stallions were brown, that's what would make the least mares brown as possible. There are 109 stallions. So of the 141 brown, if 109 were stallions then there would be 32 brown mares.
So there are at least 32 brown mares, but no more than 101 brown mares.

210 horses, 141 are brown, 101 are mare, 109 are not mares -- If all 109 non-mares(sorry I don't know if they are stallions or what) are brown that would leave 32 brown horses to be mares
At most all mares are brown.

101 mares.
109 are not mares.
141 brown.
69 not brown.
141 brown horses, 109 of which could not be mares.
141-109 = 32, minimum number of brown mares.
141 brown horses, 101 mares - at most, all mares could be brown.

This is silly because if 48% are mares = 100.8 mares and that would mean that you have at least one horse that has no gender or is hermaphrodite.
48% does not make for 101 mares. Not when I went to school anyway.
