It's a big lie. The RNC picked it up from politico.com and claimed it was the actual name of what Pelosi/Murtha called their plan to end the Iraq war. Couldn't be further from the truth.

Murtha backed off of it. He's a veteran and they'd crucify him otherwise.
Pelosi is playing a clear gambit that could very well backfire on her.
