You didn't mention where you live. Rototilling varies with you climate. Usually you do this several weeks before planting. Planting depends on what you are going to plant and your climate. First talk with garden experts in your area. Find out when they prepare the soil and when the plant........also what they plant.

The type rows you set up are your choice. Farmers will use different spacing than us backyard gardeners. Personally I like the space between the rows no more than 30 inches wide......but that's that way I garden and irrigate.

If you live in the US, you can contact your County Extension office for more gardening help. They are also called Cooperative Extension Service and the phone number is found in the government listing in the phone book. If the Extension Service has a Master Gardener program, these volunteers are experienced gardeners and can answer your garden questions....that's what they do.......help fellow gardeners.

Just any answer from anyone would not solve your present questions. Contact the local experts in this field to get the work started and once you have a full pledged garden established you could get timely helps from these types of places.

I can only answer one of your questions. Till the soil a week or so before planting, but be sure that the soil is not too wet or you will have an awful mess of soil! To test, grab a handful of soil, squeeze, if it sticks together then it's too wet, if it crumbles into small particles then you are ok to till.
