Are they not rich enough to pay the fine or what?

They pay the fine, but that doesn't mean you don't get your liscense suspended. And they drive with suspended liscenses because they dont think the rules apply to them. And even if they do get caught, its just more publicity for them.

Their license was probably suspended because of points, not the fines.

No, they are too busy to show up at the DMV like a regular person. Thats one thing you cant get one of your accountants, lawyers, PR guys or bodyguards to do. They've gotta go to the DMV themselves just like the rest of us.

No they just think they're cool and above the law. Then they get knocked back down to reality.
