if a guy says he is looking for someone who will take it slowly what does that mean. Is this male speak for looking for sex or does he really want a relationship and is just scared?

It's not man-speak for sex. It means "let's not rush into anything so serious, so quickly".

All virile heterosexual males are looking for sex but 'taking it slowly' is a way for a guy to assess things, see if the relationship is worth developing without adding needless pressure to take dating to another level too quickly. Sounds like he knows what he wants, won't be hurried to jump into a relationship and there isn't anything wrong with this approach unless one has time constraints.
