Is looking up someone you know (I also don't like this person) up in the public record considered stalking?

I used a website for my state and didn't pay anything. I feel that if you don't want people checking up on you, don't do things that put your name in the public record.

Looking up matters of public record is perfectly legal.Private investigators do this all the time.

Stalking involves menacing. You can follow someone without being a stalker (but be careful about it).

No, thats why its called a public record. But its a stupid thing to do. Suppose something bad happens to that person. The fact that you looked up his / her public record (and there would be record that you had done that) puts you under suspicion.
