Find a new job. Your employer can pay what he chooses. You do not have to work for them if you are not happy with the carrot.

There is no government agency dictating "Wage and Hour." As long as you are being paid over the federal minimum wage, there is absolutely nothing to dictate how much you receive. There is something called the FLSA (Federal Labor Standards Act) that dictates what and how employees can be classified as "hourly" or "salary." But it sounds like your complaint is merely about the amount your being paid, not how. As long as there are no trends that may be considered discriminatory (race, religon, age, etc.) and the company is following it's own written policies, there is no valid complaint. Your only hope is to find another position or speak to someone above your manager in the heirarchy.

I suggest you find a new job. Your boss does not have to give you a raise or pay you more than new hires are paid. It is unfair but the truth. Especially in what are called "Right to Work" states. Look for a new job and do it quickly; life is to short to be unhappy.
