Many, but not all, plants can be propagated by cuttings. But "when" is very variable by species. Some do best with hardwood cuttings (taken while the plant is fully dormant) and others do well with softwood or semi-hardwood cuttings. I suggest you do a Yahoo search, using the name of the plant you want to propagate. Like "propagate verbena" or "propagate juniper" to see when you should take the cutting.

As far as "how to", that also depends on the plant, because its different for softwood, semi-hardwood, and hardwood. Also, some types of plants do well with rooting hormones and others don't need them. Whichever the plant and cutting type, take the cutting from a part of the plant that has not flowered, and is not ready to flower. (This is known as juvenility - juvenile plant parts root much more readily than those that are mature and ready to produce seed.) Also, be sure to keep your cutting from drying out during the preparation and rooting process.

A great resource is a book on plant propagaion by Ken Druse, "Making More Plants: the Science, Art, and Joy of Propagation." It is a wonderful book for any level gardener looking to learn different techniques. Probably half of the book is full color photography...it is beautifully illustrated.

I have seen nothing to compare.

It is also beautifully written, containing a quote that particularly identify with, "I was born in the Spring, and have never gotten over it..."

There are many meanings for the word "cuttings" ! and so it is difficult to answer your question in one sentence or two !!!!

The tailor cuttings are carried out by tailors when they cut cloth for making a shirt or pants or other dresses.

The cook cuts vegetables when he is going to prepare food either with his hands or with appliances.

The mason cuts and smoothens stones or bricks and similarly the carpenter cuts wood, both do these works with their own tools as the case may be when they are in their professions.

I do not know what type of "cutting" you have in your mind !!!

Another kind of cutting is "cutting the throat" which either means murdering someone or cheating someone financially !!!!
