For the most part, river otters are completely harmless to man.
However, I did know of one river otter, who was nicknamed 'Chainsaw' who was very friendly, playful and curious, but also had a tendency to get pretty rough and bitey when he was playing.
When you've got a four-foot long overexcited weasel with razor sharp teeth in the water with you, it's a pretty good idea to get the heck out of there, regardless of how friendly he is.

Kayakers no
Swimming maybe
They are a naturally curious animal and may approach swimmers-"just to see what the action is" if you act in a aggressive manner they will probably flee BUT don't take a chance
Try to enjoy just seeing these magnificent creatures while they are still around

No to both. The only exception would be if you were to disturb a mother otter while she was with her cubs. She would defend their space for protection.

Otters are scared of people. I think they'd swim away from anyone approaching them.

They are otters . They eat fish. I f you trip over them and fall you may hurt yourself. They are like fish . If you run into one they'll get out of your way. You chase one and get too close then they may turn and snap at you. Out side of that , you leave them alone , they'll leave you alone.
