you can use just about any language imaginable to write code for windows. If you're just getting started, I recommend learn the .NET languages. C# is an excellent language to learn and is very powerful. If you want to wade a bit deeper into the waters, you can grab a copy of Delphi or Visual C++.

It depends on what you're trying to do, in Windows. If you're trying to operate on a Windows *server* (serving up web pages to people looking at them) then most any language will do, like PHP (easy to read and learn, VBasic (also easy to learn, widespread, flexible, etc.). If you're running things *just* on your home computer, like moving files here and about or performing repetitive tasks, then you might run around learning the basic DOS scripting language, writing old-fashioned .bat files...not too many folks do that anymore. If you want to dig down deep into the guts of things and be the envy of all your friends, learn C++

Borland C++ is used by the pro's for windows and it's very expensive but if you're just learning why not learn pascal it's also easier than C++ you can get a free pascal editor and compiler here http://www.softpedia.com/get/Programming/Coding-languages-Compilers/Free-Pascal.shtml
