1. A strong military able to defend the land and enforce the laws of the land.

2. A strong system of government that forwarded the development of sciences, literacy, a system of justice, wealth, entertainment, along with being popular with the general population.

3. Trade routes with other nations. The ability to trade resources and ideas is critical to the development of a strong nations. Trade multiplies wealth, and advances knowledge and science.

This sounds like a school question(and i admit i cannot
answer it);
So, just in case its not answered to ur liking here,
i would say,
1. Are there 3 things that they had in common?
2. Were they all successful?
3. Were they all distinct, as the question obviously informs?

they all slaughtered mericlesly the people who were there before them..
oh .. possibly also the fact that they had some form of written language starting with the phoenicians :)
