I got a new phone and I am going to charge it for 12 hours. I started it at 1:30 p.m. When do I take it off the charger?

I'm not an engineer, but I have noticed that the 1st charge your phone battery gets is maybe the most inportant. Phone batteries need to be 'coditioned' in order to get optimal performance. The 1st 2-3 times you charge your phone, you should leave it on for an extended period of time. Even though your display says, 'full charge' this is only an indication of peak operating efficiency, let's say 99%. But to push your battery to its optimal storage capacity, its not necessarily a bad idea to let it charge for a good few hours. Not necessarily 12 hrs, but 4-6 is decent. After your
1st 2-3 times charging, your display indication is all the guide you'll need.

The phone will most likely not need the entire 12 hours to charge up, even if it is new. It will be safe to remove from charge once the phone displays "Charge Complete" or whatever the manufacturer of your phone has set in place.

To insure a quality life from your battery, always make sure to power cycle your battery, meaning do not recharge the battery until it is completely dead. With the inceptioin of lithium ion batteries, this was suppose to be something you don't have to worry about, but I still believe in good power cycling habbits.

uhm if you started at 1:30 pm you take it off at 1:30 am, but you dont need 12 hours, maybe just 1 hour

1:30 A.M. or you can just leave it charging all night, it won't hurt the phone.
