The ways you mention are the easiest, but they are also the easiest to spot. I always like to throw a few pictures, diagrams, charts, graphs, etc. They take up space and can actually enhance a report as long as they are appropriate to the subject matter.

Cram as much pertinent information in the paper as possible. Hey, I guess that means you'll actually have to do the work, huh.

-move the text margins in abit more, it will make the paragraphs abit skinnier but if you do it right no one can tell. it works for me!
-add an extra line between paragraphs

Use smaller paper? You could actually write it instead of half-assing everything.
