It all depends from where and from whom you are buying> The cost of a bag of concrete depends on the cost of the cement, soil and the aggregate and of course the cost mixing them all with water whether mechanically or manually.

Cement is the dry stuff......concrete is what you get by mixing cement, sand, gravel and water.
