You could print a simple format type of magazine using Microsoft Word. However, Microsoft Publisher is a better choice for publishing a magazine.

I don't see why not although this does depends on the type of magazine you are publishing. Admittedly the use of photoshop etc is more than helpful when it comes to this ut if you are just starting out try using it for what you want to do and then if you get stuck come back for a question on how you can perfom a certain task. If you cannot perform this task within word then it is not suitable for your needs. I think more information is required.

Start with a blank piece of paper and some photos. Place the photos on the blank piece of paper and print your text around the pictures.
Then, do the same with word2007, using the help menu if needed.

Sure, but if I had to use a ms product I'd use publisher. It's more flexible for magazine or newsletter formats.
If you're distributing it via e-mail or something convert it to pdf. I use cutePDF because it's free and, um, cute.
