I put down ingoing as POP3 and my outgoing as SMTP.Is that right?

Well, I would ask "how long have you had this problem?" If the answer is not very long, then there is probably a problem with the server. However, if you have incorrectly specified the server name, then you will not be able to connect to it.

Google's email server is something like POP3.google.com and SMTP.google.com

You will have to google to get your mail server's pop3 and smtp address. It would help if you specified which provider you are using.

This information is specific to your Internet Service Provided (ISP). You will need to use their server names and types for this setting. Contact them or look on their web site.

Yahoo does not allow that for some reason (unless u paid for it). Get Gmail.com or something like that and search for how to do it.

It depends what email service your using.

The incoming connection should be: pop.server.com or mail.server.com

The outgoing connection should be: smtp.localisp.com or your email service one - some require a username and password.
