Open a sandwich stand and park it daily near a heavy tourist spot (in the park by Hoan Kiem Lake, outside the Temple of Literature etc...). Make Vietnamese sandwiches with the delicious French-style baguettes the Vietnamese are known for and the various fantastic cold cuts they have there. The tourists will love them!
Since you're English-speaking, you can also act as an unofficial travel adviser to your customers. The locals cannot compete with you in that area and you will be popular with international visitors to Hanoi.
If you don't want to mess with food, open a stand that sells soft drinks, snacks, maps and small travel guide books (of Hanoi and Vietnam; in English) and still act as an official travel guide. Capitalize always on your English-speaking skills and your knowledge of the city and country.
The reason keep saying "stand" and not "shop" because I always believe in starting small, with a minimal amount of capital and maximal amount of mobility. Thus, a stand will allow you to be right smack in a tourist area and you can move it depending on the seasons and holiday occasions.

you could spend some time reviewing local tailors for quality and prices and offer your services to tourists who would pay you a fixed fee for recommending tailors, assisting with getting garments made and general advice.... alternatively you could just set up your own tailoring boutique and provide feedback on all the threads online recommending your own tailors!
