Because the verb is "to evolve" and so from that we get the past participle "evolved" whereas "evolution" is the noun which describes the process followed when things "evolve".

You would only get "evoluted" if there was a verb "to evolute". And there isn't.

Similarly, for example, we have "to describe" which would give us a past participle of "described" but a noun of "description" being the process of "describing".
