I would be greatly obliged to you if you can send me some free and comprehensive source of information to develop a website. I need to develop the site for non-commercial purpose. Infact as a hobby. I also want to know if I can use my own computer (having static ip address) as a host to my web-site.

There are lots of small places out there that will let you fool around designing your own web-space. Freewebs is a good one to try out and even yahoo gives you a little area. Other ways to do this are to buy a website from somebody like 1 to 1 and use their on-line tools to make your own site :) good luck
