I think that it originated around the turn of the 20th century. The wealthy men would get their hair cut and a shave to show that they had money to spend on this type of luxury while the normal working man couldn't and had to do the best that they could at home. Most of the time, this amounted to a bowl and a pair of sizzors, hence the bowl cut from long ago.
The U.S. Military was also a great influence because in World War I, the men had to get their gas masks on fast and longer hair would get in the way. Short hair in the military is still the standard norm and will probably always will.
That is my view, and I have medium length hair (over the ears) but back in high school, (76-80) it was at the colar and sometimes a little bit longer. It was the style of the times and that is what influences the length of hair nowadays for men and women.

My guess is in the fifties or forties. B/c long haired men were seen as girly or rebelous. I like a man with longer hair like Jim Carry. Really short hairs turns me off.

im too lazy to look it up but... it seems to me there is something in the bible about men having short hair. women too arent suppossed to cut thier hair according to a passage in the bible as hair is thier"crowning glory" .
