It means you have no political motive. Your support or lack of support is primarily based on conviction. Non-partisan means you may well find yourself in a situation where you are allied with members of the opposite party. You aren't supporting a pre-conceived party position.

It's a word that democratic leaders like to throw out to their constituents so they sound like they are open and honest only then to spring their own agenda. Pelosi uses it a lot. When has she ever been non-partisan?
