If I understood your question correctly, then quite recently there where years when snow could stay in Moscow parks for as long as 3.5-4 months (from late November - November 26th is the multi-year average - until March).

Recent years were unusually warm, so the situation has changed - snow falls later ( permanent snow cover can be as late as in January!) and melts faster.
