Throw out very politely French,Canadians,Americans and keep Jean Aristides out of Haiti for ever.Unless Haitians do not try to change and bring about peace and harmony there is very little the outside world could do.I have seen that west is only interested in maintaining status quo that is why there has been no progress ever since Baby Doc Left.

Get invaded by the US, then surrender. The US will completely rebuild the infrastructure, and as long as the populace is peaceable and willing to learn, they can be taught to become a financial superpower, like Japan was.
