Terry's almost right, but residents of the same address as the recipient aren't necessarily breaking any Federal laws by opening your mail after delivery.

Mail is private unless a warrant is obtained, or unless Bush feels you are a risk; in which case, he can order your mail to be read without a court-ordered warrant.

It is otherwise illegal for anyone to intercept your mail, or read it without your permission.
