Depends what make it is, but try pulling or turning the bezel/glass off, remove the lamp and fit a new one.

Sealed unit cover should just pull off normally ( may just be a bit stuck) or failing that try applying pressure with both hands at either side & turning anti-clockwise, that should do the trick & then you can replace the lamp & refit things as they were ... or ...if light still don't work & you have to fit a new sealed light fitting altogether
Obviously turn the power off first & you may need a torch to see what you are doing a bit better when you go to do the wiring to the connector block etc

I am an electrician and the best probable answer is to grab the outer edge of the sealed unit firmly and try twisting in an anti-clockwise direction. Pulling the whole unit down will probably damage paintwork/plaster or both.

Some lights have a ring of metal which runs around the edge of the glass which holds it in place, others are just stuck a little and if you have a suction cup, ie; a childs 'arrow dart toy' which has a sucker on the end, stick it to the face of the glass and tug and twist etc untill something comes out.

Apart from Erime all the answers are valid.
In my experience it will either pull down and is held in place by spring clips or it is an interlocking type and needs to be twisted in one direction or the other.
If it is stuck it may have paint on the join and this will be difficult to do.

It's probably a spring-loaded unit and will pull down if you slide a putty knife, (or something similar), under the frame and pull down. You may need two objects, (one on each side opposite each other), to pry it down.

It could be held on with 2 screws opposite each other. If it is loosen the screws and twistit to remove.
