I know that its body is covered with fur, but is its mane also fur, or is it hair?

My understanding of the difference is that fur has a natural maximum length, whereas hair does not. Does the mane of a lion continue to grow like the hair on our heads, or does it stop at a certain point, like a dog's fur

All fur is hair. The only difference is fur is a little more modifying capabilities. An animal in the wild will modify its hair to adjust to weather climates. This hair will become dense and become what is known as fur.

Lion Fur

Adult lions have fur that varies in color from light tan to reddish brown. The tufted tail is tipped in darker fur. Only male lions grow a mane around the shoulders, which grows darker and fuller as the animal ages. Cubs are born with thickly spotted fur, which helps them hide from predators in brush and clumps of vegetation. The spots gradually fade as the cubs grow up, sometimes remaining on the legs and belly until the lion reaches adulthood.

All fur is hair. Some are softer or longer than others. If you were to shave a lion, the fur would grow back.

It seems like it's hair like a horse's mane.

Your explanation of hair doesn't work on a horse though - their hair doesn't keep growing does it?
