like when thay say i like your hair but when thay go thay dont meen it

They often say things they don't mean to be polite and not hurt your feelings. I am relatively sure you wouldn't want them to come up to you and say "Ugh, your hair looks like crap!" To most people, hair especially is a variable thing and you will probably change it again soon anyway.
