What Ryan B said is a good start.
It could be that yu have unwanted cookies, adware and spyware on your computer.
Cookies are code that is deposited on your computer when you visit a websitre. AdWare and Spyware are codes deposited on your computer by some websites, that can keep track of purchases you make sites, you visit etc. All these extra codes can slow down your internet connection.
There are free programs that clean off spyware and adware, two of them are AdAware and Spybot S & D.
They have pay for versions but the free versions work for me.
Do a search for them.
Lavasoft I think is the site for one of those.
Thier probably are more free programs like that on the net.
I also found Windows Registry Repar Pro is very helpful for my computer which is also free.
Just do a search for it.

Do you do daily maintenance? If not, that could be the reason. You need to do a disc clean up and a defrag. on a regular basis(at LEAST once a week, better if done daily). Also, you should use a good adware and spyware remover.

I WORK FOR A INTERNET PROVIDER. DO THESE STEPS IT SHOULD HELP. OPEN THE INTERNET, GO TO TOOLS, INTERNET OPTIONS, CLEAR CACHE AND COOKIES. AFTER THAT CHECK THE SPEED. IF THAT DOESNT HELP UNPLUG THE MODEM SHUT DOWN THE PC. WAIT A FEW SECONDS PLUG IT BACK UP TURN THE COMP. ON. CHECK THE SPEED. ALSO U MAY WANT TO LOOK AT THE IP ADDRESS. GO TO START, CONTROL PANEL, NETWORK AND INTERNET CONNECTIONS, NETWORK CONNECTIONS, RIGHT CLICK ON LOCAL AREA CONNECTIONS, GO TO STATUS, CLICK ON SUPPORT, YOUR IP ADDRESS SHOULD START WITH A 2 DIGIT NUMBER. IF IT DOESNT CLICK REPAIR. IF IT DOES THEN YOU ARE OKAY AND JUST GET OUT. LET ME KNOW IF THAT HELPS.

ask the provider . some times there are minor problems that can affect the connection ( days max)
scan your comp with a anti virus and microsoft live online- scan .
check out the security section on microsoft.com. this will work only if you have a true copy of windows, best of luck :)

Perhaps its time to get rid of all those programms that you don't use and the new explorer 7 seems to need more RAM. I transformed my PC by upgrading to 1024 MB of DDR RAM
