Mr. 17 is far too old for Master. A young man should become 'Mr' aged 13.

Mr, they are classed as Master until 16 years of age.

I would say Mr but you are still classed as child till your 18,so maybe a master.

I don't think Master applies to any 17 year old, unless they're in another country.
