Dreamweaver, you can get the entire Macromedia Studio MX which includes Dreamweaver, Flash and Fireworks on Limewire which is nice since it is pricey.

For editing HTML, you can use Notepad. HTML is just text, so any text editor will work. For web design, however, it's useful to have a graphic editing program, which I assume is what you're asking about.

I'd say, go with Dreamweaver. Front Page is nice if you want to do things the Microsoft Way, but if you don't like their templates or navigation scheme, you'll spend a lot of your time in the HTML mode editing text anyway (which is no better than Notepad)-- and Dreamweaver's HTML mode is much better. Dreamweaver itself doesn't limit you as much as Front Page does, which is another plus.

Other programs (like MS Word and PowerPoint) will save into HTML format, but my advice is to avoid them. They pile so much excess stuff into the code it makes making later changes or picking through the HTML a real pain, and the pages often load much more slowly as well.

For static web pages you can use Microsoft Frontpage, installed with Microsoft Office, or Macromedia Dreamweaver. You can download dreamweaver from adobe.com

For dynamic web pages, you can use ASP.Net, however you will need to learn a programming language such as HTML and VB or C#.

Decide the kind of website you want to build and download the program from the internet. You can learn about static/dynamic websites here: http://inasite.com/resources/static_vs_dynamic_websites.html

Sony Vegas professional is the two useful and positively fantastically undemanding to start off with; it has step-by-step tutorials which you would be able to run by in 20 minutes that provides you with a fantastically solid theory of a thank you to do all those issues.
