1. it has to catch my eye using an interest keyword
2. the question has to be clear. It has to exactly state the problem
3. sort of contradicting #2, sometimes I choose completely vague questions because of the mystery; like "hey, what's this about?"
4. The background info can't be too long. And if it is long, it better be numbered, bulleted, spaced, or spelled well. nUn oV dIS dfCrap typing.
5. Some people are asking strangers to make life decisions for them. That strikes me as odd, that either the asker wants to get attention or they're insecure & what they're looking for is not in a modem. I usually gloss over those.
6. Females usually like to talk about their own experiences with whatever the questioner is asking. Males usually want to fix the problem while being as informative as possible. Then there are the turkeys who are just looking for 2 points. I don't like being a turkey, I answer if I have an opinion or advice, not to criticize or rant.
7. I answer those which I actually know something about, or am interested in doing the research for them, or if I may be experiencing similar issues.
8. The most relaxing questions to answer are Polls & Surveys & Jokes & Riddles. So I do those when I'm lazy. Which is most of the time. But usually I'll just develop a fixation on one section of Y/A to read about or answer for a week, then move on to another group.
9. Sometimes I have the intention of answering a question but then I click on it & realize about 4 other people have similar advice to mine, so I usually skip that, instead of trying to repeat.

It is either political or religious in nature. Sometimes I answer relationship questions, also. And then there are the questions that show a person as being a bigot. I usually answer these in order for an intelligent person's opinion to be known.
Proper grammar and spelling are important. There is absolutely no reason for misspelled words or improper grammar today. There are dictionaries and English classes on-line, most are free.
If a questioner seems to be truly asking a serious question and is a heartfelt plea, even if there are misspelled words and poor grammar, I will try to give them a serious answer.

I'm not sure about the questions part. For the answers, I need some detail to be able to effectively help people. I feel disappointed clicking on a question and finding out that little to no details were given, so all I can do is ask a question myself.

Usually, it simply touches something within me.
Sometimes, I sense that someone really needs a different view from those already expressed, so I then offer mine.
Other times, I realise that the asker is in trouble - a dilemma - so I step up with my 'two cents worth' of advice.
It's what I would want someone to do for me should our positions be reversed.
