Well I don't think it's by choice, yes like someone else said, it's fertile land. This question can be asked about any areas where natural disasters occur, why live in California where earthquakes happen, how about Florida with their hurricanes, or most places in the north with Snow storms, or anywhere in Tornado Alley. People just settle, or they move to certain area for a change, jobs or family. All these kinds of area that are prone to such things have their good attributes also. One such thing for volcanic areas is that volcanic areas (ie. Hawaii) is not habitable by mosquitos.

In historic times, the land was quite fertile and offered a wide range of environments in which to grow crops, herd animals.
In modern times, they continue to live there because that is where their heritage and family are. Most people are financially "stuck" in the town they grew up in. Not many people relocate to different cities because it usually means going from a place with a high cost of living to a lower one, and many people equate that with a lower status or lower standard of living. I tend to disagree with that view, but that's why people continue to live in those areas.

It's so amazingly gorgeous around them...the plant life is excellent, the animal life flourishes...
Why do I live in California on a fault line?
Why do folks live in Tornado Alley?
People live where they need to and where they enjoy being...though....I don't much like LA.......yeah....why am I here...?
