This question seems kind of shallow, but I'm moving later this year. I don't want to be stuck in a situation where I feel miserable about the dating situation.

Every city has a good amount of intelligent friendly and not shallow guys. If you have been living in cities where most of the men are that way, then you haven't really looked around or have been looking in the wrong places.
If you normally find men in bars, then try looking in groups that get together to discuss or do a hobby that they are interested in. In other words find a hobby for yourself, and look for a group that does that hobby in the town that you are living in or close to you. If there isn't a group around, form one. It doesn't cost anything to post an add in the newspaper about a group meeting or you can post information at the college or grocery stores.

They are the ones who are low maintenance, usually they live in rural areas.
From this question, I can see that you are looking for the complete opposite of what you are. It's no use to find one because you'll never be happy because they cannot afford you or social standards unless you are willing to change them in yourself.
