Don't have any websites for reference, but there are several states and city's already that have a law that bans the use of cell phones while driving without using a hands free device. California is putting that law onto the books in 2008.
But I don't think we should stop there. Have you ever seen someone driving while on the phone? Their attention is no longer on their driving, it's now on the conversation their having, which is dangerous for everyone else on the road (or sidewalk/crosswalk/driveway) that this person is driving near. We need to ban eating, putting on makeup, reading (yes... I have seen people driving on the freeway with a book, magazine and newspaper spread out either on their steering wheel were they can read it, or just above it... pretty frickin sad).
With Society today, people seem to only understand the rules and laws of the road for the brief time it takes them to pass their driving test. Then they do whatever the hell they want. That is one of the main reasons so many people die every year in automobile accidents.
I also would like people to tell me where they keep buying their cars that come with optional turn signals. (yes, I know they don't exist. I'm complaing about the amount of people, about 7 or 8 out of 10, that never use a turn signal. If people would signal their intentions to change lanes, turn at a corner, or even turn into a parking lot... more accidents could be avoided. Why? Because the people driving behind and around you can actually see what your thinking of doing. Amazing... huh?
yeah. USE YOUR TURN SIGNALS!

It has been shown that driving while on a cell phone is worse than driving while drunk. This is a great article that outlines several reasons why, and has details and outcome of an experiment done on the topic:
http://www.hon.ch/News/HSN/533489.html
They show that it does not matter if you are using a hands-free set or not.
Not only does it increase the accident rate, it also makes traffic worse: cell phone use reduces the time to pick up speed after braking by 19%- greatly impacting the traffic system as a whole.
Therefore, I believe that cell phone use while driving should be banned.

Yes, I have to use a cell because of my job as a property manager. There have been a few times that I have been distracted trying to answer the phone and I very nearly caused an accident and almost hit a pole. The pnone is required but I hate it. I have also seen people driving about 40mph. on the interstate and gabbing on the phone, not to mention the people that weave in and out of their lane. Consider this, they say men concentrate on one thing at a time. Women are able to concentrate on several things at once. If I'm bad imagine a male.

We should ban all people who let themselves get distracted on the road by anything that isn't blcking their path (for example, people who just HAVE to slow down and gawk at the wrecked cars at the side of the road, or people who are trying to do a million other things and drive at the same time). There shouldn't be such an emphasis on young people either because there are people of all ages who seem more interested in gawking at things on the shoulder than paying attention to the road in front of them. Until these kinds of things are resolved no ammount of traffic calming projects will be able to help conjestion caused by people who are paying attention to everything but driving.

Yes. It has been shown to cause accidents. It doesn't matter whether or not the user is using a "hands-free" device - it is the distraction that is the problem.
Just google 'cell phone auto accidents evidence' and I'm sure you will pull up all the evidence you need.

Yes, except to allow for hand free phones. Society went generations with out cell phones...putting away your cell and concentrating on your driving isn't asking too much...if the call is really important....pull off the road!!

I think it should be banned for individuals who are caught on their cell phones while causing an accident, or if they are refusing to operate their car properly because they are too busy chatting. I was in back of a woman who pulled out of a parking lot in the middle of traffic, and people were being nice by letting her pull her car out in front of them, well this douche bag decided that she would cross all 3 lanes to try to get to the turn lane, (this was right in front of the light, picture a corner gas station on a major street), so I thought for sure she would not try a stunt like that, but the chatty cathy actually had the nerve to pull into my lane sideways and go into the turn lane, accept she refused to maneuver her steering wheel in a way that would get her back end the hell out of my lane. (she literally darted across the intersection) and left it sideways in order to make the people who let her in, sorry that they were kind that day. Well the light turned green and this b*tch continued to sit there chatting it up. So at that point I lost control, I laid into my horn hard and kept it going until that b*tch had to stop her call, and finally make the needed turn to her steering wheel. Its idiots like that they make cell phone use in a car, a hazard. The rest of us just need our phones for emergencies.
