Make that "bullet-proof" glass between passengers and driver TRULY bullet-proof--make the door where the fare is collected too small for any type of weapon to fit through.
Make all the taxi windows bullet-proof
Give the drivers bullet-proof vests, and some type of protective head gear.
Have trackers on the cabs--so that the police know exactly where they are at all times
It is a shame that people can't earn an honest living, as a cab driver, without needing to fear for their lives. My husband drove a cab--but he refused to pick up from other than public places when on the late-night shift. I think that now, that is illegal--that cab drivers must pick up anyone, or face a lawsuit.

install video cameras inside the taxi cars. and be connected directly via sateliate with police.
