IF you are coming from a country or region where ENGLISH is NOT your 1st language ... BOTH are required for application to any institution of Graduate Studies in the USA ...

So DO plan on taking BOTH exams.

the TOEFL is testing english as a foreign language and all foreign students are required to take it to be admitted. most programs also require the GRE to assess your ability in english, math, and writing. therefore, you most likely will have to take both.
