Update on previous 1995 Ford fuel pump search. The fuel pump didn't need resetting. Thank you all with your help to find the pump. The engine doesn't even respond to me turning the ignition. None of the needles or guages respond, and I'm thinking that maybe the starter solenoid or ignition switch is possibly screwed up. How would I troubleshoot my situation????
PLEASE HELP !!!!

UPDATE: Battery is brand new and all the fuses are good to go. I'm getting the ding ding ding when the ignition position is in the ON position, but no gauge movement.

First, make sure you have battery power. Use one of those portable jumping batteries or get a jump from another driver. When your car is jumpered to the other battery, do you have dash lights then?

If you have no dash lights or gauge action, the problem is most likely the ignition switch. It could also be a fuse or a broken wire/connection, so don't rule those out.

If you get dash lights and gauge action, will the car turn over? If it does not turn over, it is either the starter solenoid or the starter itself. The solenoid will make a click when it engages, so if you get the click, the solenoid is probably good.

If your car will turn over and start when jumpered to another battery, that means your battery is dead. It may be dead because it is worn out, or it may be dead because your alternator is not charging it. At this point, it's hard to say which it is.

Edit:

Since the battery is new and you get the seatbelt alarm, my first guess is that the ignition switch is bad. It is not switching power to the gauge or starter circuits.

first, is your battery good. You can take it to auto zone for a free test.
Second, if you have some electrical, like lights, but no gages, There is a main fuse between your battery and computer, usually about an 80 amp. This must be checked. They are about 4 dollars.
Third, Check your battery cables, especially the one running to your starter. Clean all terminals.
Fourth, Now you can replace your starter. I suggest replacing the starter and solenoid at the same time. You do not want to do this again anytime soon.
