I currently working 12 hours shift. I've asked him couple of months ago to find for me office hour but in the same company. He said "it's difficult because of different department". Should i ask him again about changing my job now?

No, you should go to the personnel department and put in for a transfer to another department.

make a list of what you like and don't like about the company/job/boss etc. from there you can determine if maybe you should just change companies. if you determine that you really like the company you are with or moving is not an option then go back to your boss armed with negotiation tools. have you done well in your last few reviews? are there any projects that need talented people to run them? are there other managers in the company who would like you on their team? go to your boss with answers to these questions and be ready to negotiate a time-line or game plan to getting you into a position that will benefit both you and your company. if the issue is a personal one (for instance school, childcare etc.) then see what your boss and your HR dept. can do to help you within what your legal rights are. either way, go in with a cool head, don't be argumentative and don't burn bridges. good luck.

Let him know that you are still unhappy. If you are a respected employee within the company he will find a place for you. If he still pushes past it and puts you off, maybe it's time to work somewhere where you will be appreciated a bit more. Write up resumes and get ready for a big leap, this will frighten him if he truly wants you as an employee! Good luck.

Why are you letting your boss dictate your career? You need to make your own way in the world rather than rely on your supervisor to make your life better. Pound the pavement and find your own job.

it depends on what he's like, if he's prone to explosive reactions then don't, but if he's nice then say it diplomatically
