Can anybody tell me what that neighbourhood is like? is it low-income housing, Middle-class, Upper-class residential area?

Larry (the previous answerer) is absolutely right, i just want to add some on-the-ground info.
Some facts about Alexandria from my limited experience living there for the past 7 years;
1. Generally speaking, the more you are close to the sea, the better (i.e. more expensive residences, more organized, better neighborhood) But that is the "general" rule, there are still some exceptions.
2. Alex., concerning, the metropolitan aspect, can be described as; A long wide beach road passing from west to east (ElKourniche or El Geish St.). west is the Citadel of Qait Bay, and east is "Abou Keer", ElMontazah Palace, El Mamoura.
3. The next parallel road is the one which have Tram (Metro) in the middle.
4. The next one is "Abou Keer st." aka "Gamal Abdel Nasser st."

Bolkly is a small area lying in and inbetween Aboukeer st. and Tram. It is considered middle class. Housing are somehow old.
The neighborhood is somehow crowded, low parking chances, High traffic area.
But it also depends on where exactly in Bolkly is the place you are asking about, because you may be in one place, say, on the main street and noisy and etc..but a few blocks away, you may find it a pleasant place to stay.

Bolkly (Bokla is more commonly used by Alexandrians, is a neighbourhood in Alexandria, Egypt; Bordered by Roushdy to the West and Fleming to the East. It was named after the Swiss Artist Paul Klee, who lived in the area in the earlier part of the 20th Century.

Went to Alexandria, Eygpt in 2003! The entire place is a dump and would not recommend it to anyone! They hate Americans, will rip you off in a heart beat, and the military are every where with machine guns just waiting to pull the trigger!
Do yourself a favor and reconsider your destination! We had a young girl abducted from our group and required our security to capture and detain the perpetrator! Not safe at all!
