Administrator accounts basically have control of the entire system. They can get to or read anything, prevent or allow the installation of software as well. If your account isn't an Administrator account, you have no control over what he may or may not do, save to keep him off of your computer somehow. There are password cracking programs available that would allow you to get his password, change your account to have Administrator access, and then remove his account. Keep your passwords complex (should be upper and lower case, and include letters, numbers, and symbols and be at least 8 characters long) and you should be able to keep him out of your computer.

Unless you are capable of fixing it and are older than 18 you need to accept this. Allowing a user to do whatever they want to a computer is just flirting with disaster. Also children under 18 should not have free reign to wander the internet. There be monsters out there.
If there is something you need done to your computer talk it over with him. There are a lot of malicous pieces of software out there that kids download that can render computers inoperable.
