1. Private industries were converted to war-time production. Meaning factories that made jackets, shirts, and slips, now made parachutes and flack jackets for soldiers.
2. Money was allocated from tax revenue to purchase these much-needed war munitions and supplies
3. Industries that used valuable resources were told to cut back so that these items (rubber, silk, oil, grease, etc...) could be used for the war effort

If I may add to the answer already given, additional functions of the war industries board was not only the development of war industries but to monitor the economy, ensuring a strong currency, the securing of raw materials need for the war effort and development of alternative materials. IE Rubber, was replaces by nylon developed from petroleum products.
