set up internet from Alltel cell phone to lap top?

i have soft ware vista won,t let it hook up

It's quite possible that the software that came with your link kit is not compatible with Vista. Apparently a lot of legacy software has been having compatibility issues with Vista. Your best bet is to check the homepage of the manufacturer of your phone and link kit (not Alltel but Motorola, Nokia, Samsung, etc) and check their support section to see if they have a patch or an upgrade to the software that will let it work under Vista.
