hardware - a DVD/ROM drive to read(play) the DVD.
software - a DVD player for windows like powerDVD.
windows media player cannot play your dvd movies without third party software like the one i mentioned.and there are lots of dvd players out there,some for free.

Assuming you have a DVD-ROM in your computer, you'll need a player like Cyberlink PowerDVD. If you don't, you could always use the bootleg method of using Daemon Tools + VLC player. Let me know if you don't know what I'm talking about, I'll explain the latter method more.

Assuming your PC has a DVD reader, and you still cant view it try installing this

Its software that will play virtually anything or any format you throw at it and its Free
