In written music, it gets divided up by vertical lines. These sections are called measures, or bars. Most common is 4 beats / measure, but there are other styles as well. So 16 bars = 16 measures

it's a pattern, 16 bars is the length of that pattern, usually the length of the verse. So you get a verse that is 16 bars long each time and it's most often repeated.

12 bars is common more common, but 16 bars can also be used.

Bars = measures. In many pop or rock songs you have meter patterns of four beats to the measure. 16 bars give you an average section legnth. In blues, the section is 12 bars.
