The easiest thing you can do is replace the air filter with a K&N air filter. It will give you a few more HP, better gas mileage, and it's washable so you'll never spend any more on air filters. Yes, you need a plan, but it sounds like you're trying to do that now. It's a myth that you need really wide tires. Sticky is important if you want better grip, but width is not. It extends the life, because the rubber is wearing off a larger surface and there is better cooling of the rubber. Think about wide tires on snow, does that help traction?
You will get a lot of HP from a turbo, but it's kind of expensive. There are other ways to get more air into the cylinders; I don't know exactly what's available for that model, but you can get some kind of scoop injection. What you want is lots of cold air coming into the engine, so there are also some systems that draw the intake out of the wheel well instead of the engine compartment. That is probably the best value as far as intake goes.

You aren't going to get good performance from cheap parts. There are lots of little things you can do that will make little differences.
But if you really want some power out of it, you need to have a plan. Everything needs to work together. Theres no use having a powerful engine with lots of horsepower if you cannot get that power to the ground. You need to have a professional that knows what works together plan this out for you.
You will save money and get more power by doing it this way that just throwing cheap parts at it without a plan.
