The clerk of the court of the jurisdiction where the arrest took place will have the record of the charges brought, and the complete court record. Those are generally the only documents of which can be made a certified copy and are open to the public.

Police arrest reports aren't generally open to the general public. They are usually available to the defendant (and/or his attorney) during the discovery process of trial, where it is the state's obligation to show the defense all of the evidence that it has.
