It's hard to tell when they will offer it. I've heard that it could be coming out in the next few weeks, like 1 to 3 weeks. I've heard it won't be out until April, etc.
Also, there is no way to tell if they will even offer the free dining. The most recent thing I've heard is that Disney will be offering free plus visits on passes 4 days and up, 4 days worth for the 4 day pass, 5 for the 5 day, etc. Whether or not this is true, I don't know.
The problem with Disney is you usually don't know what will happen until a few days before it is offered and sometimes not until the day it comes out. You can only base it on years before for the dates and also what will be offered.
If they do offer free dining, it is generally from mid-August, through September and the first few days of October. But again, there is no telling if they will offer it. They originally offered it because of low attendence with the bad hurricane season and also the low travel rates after September 11, but over the years attendence has picked up, so they may not offer it anymore.
The best thing to do is watch on the message boards, or join some newsletters. Mousesavers, All Ears, most travel agents, etc. all have good newsletters that would let you know when/if it is coming. Also, if you booked with a travel agent, many of the Disney agents will automatically lower your rates when the promotion will come out.

This is usually done in the slower times in their business (typically September and October). I don't know if they'll do it again or not, but when they do, its usually because they're trying to boost their occupancy rates for an otherwise slower time period.
