They post the background requirements.
Also, have him try to do the contract work - NOT day laborer, etc.
That would be a 6 month contract to work at major firms - but sponsored by Contract Employment Agencies, IF he has a history/experience in telecommunications and IT field.

What was he convicted of? It really matters. Crimes against persons or financial crimes are a real problem. Drug crimes are another issue. I know of good resources. Include more info.
