why do correctional facilities not have spokespersons?

Correctional facilities have wardens that speak on behalf of that particular facility but why is there no one else standing up for and speaking out for the conditions and problems that state run prisons are facing? Why is the community not involved more?

They do. Their official title is Warden.

I would imagine every CF would have some sort of PR person
